    Yes, I believe that this is necessary. There should be a standard for the treatment of animals, and research that harms animals should be prohibited.

The standards themselves, I support. The enforcement of global standards is troublesome, though, as it encroaches on individual governance of countries. Preferably, ‘enforcement’ would entail penalties on countries not in alignment with international standards so that they will not gain any benefits from unethical treatment of animals, which might have otherwise given them competitive advantages. Read Less

The question of how stringent that regulation should be is a separate question. I also believe that this regulation should be globally agreed upon and enforced. Otherwise, it’s easy for researchers to simply move to countries with the lowest amount of regulations to conduct their research, leading to unnecessarily harsh conditions. Read Less
