While I am not an expert on space or extraterrestrial life, at this time, creating a response plan for such life seems premature and unnecessary since it has not even been definitively proven to exist. Also, every country has different priorities, security concerns, and scientific perspectives. So, enforcing a single global rule (especially about something that has not even entered our atmosphere yet) could cause more conflict than cooperation. While I am all for being pro-active rather than continuing the global pattern of reactive action, it would make more sense to focus on research and observation first before trying to implement any formal response protocol. Read Less

Having a shared international protocol might ensure that humanity has a coordinated, transparent, and responsible response rather than a chaotic one, or one that is motivated by the wrong ideas. It could also help avoid conflicts between nations especially about sharing information. But in my opinion, we do not need one right now as there is really no worry about the earth receiving an extraterrestrial signal any time soon and creating one prematurely could lead to disagreements over authority and representation, creating issues that are not necessary. Read Less

If it is just a simple extraterrestrial signal, then a universal protocol is unnecessary. Only a few countries have the capability to detect and study such signals, and their independent responses would likely encourage scientific competition, which ultimately benefits global research and technological progress. However, if the signal indicates a potential threat from extraterrestrial life, then an international protocol would be essential. In that case, coordinated communication and a unified strategy would be necessary. But unless the signal poses a real threat, I don’t think such a protocol is needed. Read Less
