Animals used in industries such as film, circuses, and tourism are often exposed to abuse, coercive training, and poor living conditions, which go beyond cultural differences and raise serious humanitarian concerns. Setting minimum international standards could encourage countries to improve animal welfare within their own legal and institutional frameworks. However, there are clear practical limitations. Each country has different cultural traditions and economic capacities—some still view animals primarily as economic assets, while others recognize them as sentient beings deserving protection. Moreover, existing certification systems, such as the “No Animals Were Harmed” program, lack global legal authority and therefore have limited effectiveness. In reality, if global guidelines were to be established, they would likely need to begin as advisory principles rather than binding regulations, gradually evolving through international cooperation and adaptation to national contexts. Read Less

Forms of animals entertainment, which ranging from film production to festibals and tourism are shaped by by longstanding social traditons and regional values. A universal framework risks imposing external norms on communitis that maintain their own cultural interpretations of animal use, making such guidelines appear intrusive or cultually insensitive.
    Moreover, local and national governments are typically better positioned to regulate these sectors because the understand domestic ecnomic strutures, safety needs, and industry capacites. A global standard could inadvertently place unequal burdens on developing countries that rely on animal-based entertainment for income or cultural preservation. Uniform regulations also risk conflicting with existing national laws, creating legal contradictions that undermine both domestic legitimacy and international cooperation.
    Finally, enforcement on a global scale is highly impractical. Most animal etertainment activities occur in dispersed, small-scale, or informal settings that international organizations cannot realistically monitor. Without credible verification mechanisms, global guidelines would be largely symbolic and ineffective. In contrast , voluntary or industry-driven approaches, such as self-regulation, may provide more flexible and practical pathway.
