How would this be decided as to how much countries give, what happens if countries try to pull out, or countries cannot aid because of economic or politically uncertain times. A lot of countries already give aid in multiple ways when a country or countries end up in disasters. The development would be a more formal way of giving the charity to the country/countries however that is always up to a government on what they decide to give.Read Less
