While I do not have a complete theory of urban functions, I believe that one of the most important values of any city is the convenience of movement. Because cities are places where housing, jobs, and services are densely concentrated, people must be able to move easily and flexibly across different areas. Ensuring this mobility should be seen as a core value of urban life.
From this perspective, I do not think electric bicycles or scooters are the only answer, but they can be a useful option. Their advantages lie in convenience and energy efficiency. At the same time, ordinary bicycles or improved public transportation can serve the same purpose . Therefore, I would answer yes to this question, but not because electric bikes or scooters are inherently essential.
