Countries and allies will not be able to come together as an international community to agree on that. The only way a carbon pricing mechanism would be agreed on would have to be extremely low which would not be enough to combat climate change. Countries, governments, states, and businesses would not want to have to pay it but this would not get them to form an agreement as there is not enough of a large push to switch to green energy. Less
