I think that most developed or first world countries should have these standards as they have the resources and support needed to keep up with the infrastructure, and they should also lead the way for other countries to do the same. But I think that developing countries don't really have the need to bring up this type of infrastructure as they probably have other more pressing issues that they should be focusing on instead. Less
