   Yes I think so, just like there are protocols such as the Geneva conventions for physical war.

   Yes, if we have protocols for physical war, I see a benefit to having digital parameters as well.

      That's exactly what I was thinking, just because it's happening digitally, doesn't mean that it's not warfare.
