One major obstacle I foresee is the difficulty of proving that any particular investments will be specifically helpful on a major scale, since this kind of proof is necessary to make the decisions that move legislation forward.  Less

However, it’s not only much easier to do something like that on a smaller, nation-wide scale; it is necessary. It is also way way way more cost efficient to take preventative measures rather than reactive ones!  Less
