   I want to say yes, but I also don't think it would be that effective. It could be expensive and hard to enforce. It could be expensive and hard to enforce. Instead, countries should use that time and money to regulate the amount of waste from big corporations. I believe that would address the root of the problem and be easier to enforce and track.  Less
