At the same time, I recognize that international law or agreements often lack strong legal enforcement, which raises questions about how effective such protocols would be in practice. If some countries comply while others do not, the credibility and legitimacy of the agreement could quickly weaken, leading to a situation where no one feels obligated to follow it.

For this reason, there must be mechanisms that create real incentives for compliance. For example, research that does not follow these ethical standards should not be recognized in academic publications, and companies that violate them should face restrictions in trade and international cooperation. Such measures would make adherence more likely.

Nevertheless, the need for these proctorls remains clear. The ethical treatment of personal data is not optional but a fundamental right of individuals, and international frameworks can help ensure that this right is respected across borders. Read Less

I am of the opinion that all collected data should be treated ethically whether or not there are protocols that specifically set collection and utilization parameters. At the same time, I don’t think we should rely on international agreements to make legislation this important to the wellbeing of a nation’s citizens, especially when the representatives of many international forums and organizations are not democratically elected officials and usually vote and implement international law that citizens may object to but have no way of complaining against. Read Less

I answered maybe because I am also skeptical of how these protocols would be set and later enforced.
