I completely agree that this title is attention grabbing due to the use of the phrase "fraud claims". Anytime "fraud" is put in an article title it can easily create bias or imply wrongdoing because of the word's negative connotation. Basically, this type of wording has the ability to encourage an emotional reaction before the reader even engages with the full article, creating a situation where perception is shaped by the headline rather than the actual content--which is very troubling.  Less
