Despite video evidence that Senator Alex Padilla was wearing his Senate polo (and had to be screened for legitimacy before entering the building), Noem is spinning the story to frame him as an attacker. This is another example of a lie by the current administration to keep up their facade that they are keeping the American people "safe".
