It would be useful to impose certain restrictions, but tough to do so uniformly. On an individual level, water usage would depend on the size of a household, location, occupation of residents, etc. On a larger scale, water management would vary by town, city, and state depending on a multitude of ever-changing variables. Again, strict regulations, while beneficial, would be arduous to implement. Read Less

    This depends on the region. In some areas, the water system may not permit regulations. However, in regions where the outflow of water exceeds the inflow, regulations should definitely take place.

Such regulations however may have to vary based on country, region, community and maybe even individual neighborhoods and households, as the use and waste of water between all of these can vary wildly. Uniformed, all encompassing regulations may not be flexible enough to regulate water scarcity if the situation differs with location. Effective enforcement of such regulations may also differ from nation and region, with some authorities being able to enforce these measures on their own while other might need assistance from another party. Read Less

    These regulations may prove helpful and eventually necessary, but their enforcement would be unequal across regions. This would be cause for concern and may spark dissent.

    I’m not 100% sure this is the most important step we could take to combat water scarcity– it might end up negatively impacting those who have nothing to do with the original issue.
