Asylum seekers and refugees should be a globally protected group that we should expect each and every country to treat ethically and humanely. These two things defined the meaning of ‘refugee,’ established the customary international law of non-refoulment which prohibits states from returning refugees to a country where they would face threats to their life or freedom, laid out refugee rights, and set forth the obligations a nation has toward these individuals. Since then, the Global Compact on Refugees was set in 2018 to improve international cooperation.
