Born in Mississippi, Bowen attended the University of Mississippi, Harvard, and Oxford University throughout the 1950s. He served his country in the United States Army in the late 1950s. After working as a professor, Bowen filled a few different political positions including working in the Office of Economic Opportunity and the United States Chamber of Commerce in the 1960s. In 1972, he successfully ran for the United States House of Representatives. He served as a member of the United States House of Representatives from Mississippi's 2nd District from 1973-1983.
