KTEP was founded in October 1946 as WTCM by the Texas College of Mines (now the University of Texas at El Paso). The idea came from the university's desire to create a radio station for educational purposes and to serve the local community. Initially, it was a "carrier current" station that could only be heard on campus. In 1950, under the leadership of Virgil Hicks, head of the Broadcast department, KVOF-FM (as it was then called) became the first FM station in El Paso and one of the first in Texas.
