It becomes clear from reading the article that the author believes that the rankings are not accurate. I also do think that it is almost impossible to create a truly bipartisan and unbiased rating of US presidents. Republicans will always see conservative presidents as some of the best. Democrats will always rank liberal presidents higher on the list. It is incredibly difficult to create a nonpartisan ranking for something that is so controversial. Read Less
