Not recycling should not carry a heavy punishment at all, but then if it only carries the penalty of a fine for example, that will make it simply a punishment for those who are unable to pay fines with little thought. A policy like this, while beneficial, would most likely burden lower income individuals the most so it would depend what the consequence is for the violation. Read Less

    I do not think this is actually possible at the moment. I think enforcing such a policy depends heavily on the country’s economy.

    First, I think most of the waste produced comes from companies operated by developed countries, who usually relocate their factories to other, less developed countries and take advantage of the lack of regulations of these countries.
    Second, developed countries may have at hand the resources necessary to invest in this necessary policy changes, however developing countries and 3rd world countries do not, and forcing them to observe theses policies would put them at a clear disadvantage.

    I think it is important for the countries to enforce recycling policies. It may be hard to achieve however, I think it is extremely important to move towards recycling and waste management.

Some areas have enforced similar policies and it is more reasonable to achieve than other climate goals. Of course there is the barrier of cost and infrastructure to start up this program, but once set in place would be beneficial to the whole world. Read Less
