I think the title is making it seem as if Harvard and a lot of other colleges never required test scores to begin with. I think that articles covering the topic of colleges returning to their pre covid admissions requirements are looking for a negative response for those who thought that not submitting test scores made admissions easier. In reality, although test scores were not required, test scores have been important throughout covid and until recently, and make an application stronger when test scores have been submitted.
