Cambodia: Threats, Bribes Tainted Senate Elections

48% : "The United Nations Human Rights Committee, an international expert body that monitors state compliance with the ICCPR, has stated in General Comment No. 25 related to article 25, that "[p]ersons entitled to vote must be free to vote for any candidate for election... without undue influence or coercion of any kind which may distort or inhibit the free expression of the elector's will."
